§ A3-4. Creation and membership of authority.

  • (a)

    There is hereby created a body politic and corporate to be known as the "Dunnellon Airport Authority" for the purpose of acquiring, constructing, improving, financing, operating and maintaining airport facilities. The authority is hereby constituted a public instrumentality and the exercise by the authority of its powers conferred by this act [article] shall be deemed and held to be the performance of essential governmental functions.

    (b)

    The board of county commissioners of Marion County shall serve on [as] the Dunnellon Airport Authority and when conducting business for the Dunnellon Airport Authority will be referred to as the same.

    (c)

    The authority shall select one of its members as chairman. The authority shall also select one of its members to act as vice-chairman of the authority. The clerk of the circuit court shall serve as ex officio clerk to the authority. The clerk or in her absence, the vice-chairman, shall sign all checks paid out by the authority, these to be countersigned by the chairman of the authority, or in the absence of the chairman, by the vice-chairman as provided in subsection(s) of section 4[A3-5]. The clerk shall assist in the preparation of the annual airport budget, which budget shall be approved by the authority prior to becoming effective. Such persons shall act as secretary of the authority and as treasurer of the authority, respectively, at the pleasure of the authority.

    (d)

    A majority of the members of the authority shall constitute a quorum and the affirmative vote of a majority of all of the members of the authority shall be necessary for any action taken by the authority. The members of the authority shall serve without compensation but shall be reimbursed for the amount of actual expenses incurred by them in the performance of their duties. All travel expenses, subsistence and lodging expenses of members of the authority and of authority employees shall not exceed those prescribed by section 112.061, Florida Statutes, unless actual reasonable expenses in excess of those prescribed by section 112.061, Florida Statutes, are specifically authorized prior to the incurring of such expenses by action of the authority taken in a regular monthly meeting in which the question of such expenses appears as a separate item on the agenda.
