Any operator of a special event that takes place without a special event permit, conducts
or operates a special event in violation of the conditions placed on such permit,
fails to disclose required information on a special event permit application or misrepresents
information required on a special event permit application shall commit a violation
of this article. Any such violation may be considered grounds for denial of future
special event permits for that particular property, the applicant, and/or the operator.
