§ 10-101. Purpose and intent.

The board of county commissioners finds and declares that in order to impede the purchase, sale and trafficking of stolen property and to protect and safeguard the health, safety and welfare of the people of the county, it is necessary that procedures for regulation of pawnbrokers, precious metal dealers and second hand dealers be adopted by the county.
