§ 16-21. Franchise required to collect residential and commercial waste.

Except as otherwise provided herein, a franchise must be obtained from the board before a person engages in the business of collecting or transporting residential waste or commercial waste in the county. It shall be unlawful for any person to engage in the business of collecting or transporting commercial waste or residential waste in the county, unless such person is a franchise holder or exempt from the requirement to obtain a franchise.
