§ 16-22. Exemptions from franchise requirements.

Notwithstanding the other provisions in this article, a franchise is not required for the following activities:

(1)

The collection of yard trash, oversized yard trash, and land clearing debris;

(2)

The collection of solid waste, including recyclable materials, on residential property or commercial property if such waste is transported by the owner or occupant of the property;

(3)

The collection of solid waste by a charitable organization;

(4)

The collection of recovered materials in compliance with this article and section 403.7046, F.S.; and

(5)

The collection of construction and demolition debris.
