§ 19-31. Prohibited discharge standards.

  • (a)

    General prohibitions. No user shall introduce or cause to be introduced into the WWF any pollutant or wastewater which causes pass through or interference.

    (b)

    Specific prohibitions. No user shall introduce or cause to be introduced into the WWF the following pollutants, substances, or wastewater:

    (1)

    Which create a fire or explosive hazard in the WWF;

    (2)

    Pollutants which will cause corrosive structural damage to the WWF, but in no case discharges with pH lower than six (6.0) or more than nine (9.0) unless the WWF is specifically designed to accommodate such discharges;

    (3)

    Any solid or viscous substances which may cause obstruction to the flow in a sewer or other interference with the operation of the WWF;

    (4)

    Pollutants, including oxygen-demanding pollutants (BOD, etc.), released in a discharge at a flow rate or pollutant concentration which, either singly or by interaction with other pollutants, causes interference with the WWF;

    (5)

    Having a temperature which will inhibit biological activity in the WWF resulting in interference, but in no case wastewater which causes the temperature at the introduction into the treatment plant to exceed one hundred four (104) degrees Fahrenheit (40 degrees C);

    (6)

    Containing petroleum oil, non-biodegradable cutting oil, or products of mineral oil origin, in amounts that will cause interference or pass through;

    (7)

    Which result in the presence of toxic gases, vapors, or fumes within the WWF in a quantity that may cause acute worker health or safety problems; and

    (8)

    Trucked or hauled pollutants, except at discharge points designated by the administrator in accordance with this article.

    (9)

    Wastes prohibited by this section shall not be processed or stored in such a manner that these wastes could be discharged to the WWF. All floor drains located in process or materials storage areas must discharge to the industrial user's treatment facility before connecting with the system.

    (10)

    Wastewater which imparts color which cannot be removed by the treatment process, such as, but not limited to, dye wastes and vegetable tanning solutions, which consequently imparts color to the treatment plant's effluent, thereby violating the County's NPDES permit.
