Water and/or wastewater services shall be used by the customer only for the purposes
specified in the application for a water and/or wastewater permit. The customer shall
not sell or otherwise dispose of such utility service. In no case shall a customer,
except with the written consent of the county, extend utilities across the street,
alley, lane, court, property line, avenue, or other public thoroughfare or right-of-way
in order to furnish water and/or wastewater service for adjacent property even though
such adjacent property is owned by the same customer.
