§ 19-164. Liberal construction and interpretation.

In the interpretation and application of this division, all provisions shall be considered as a minimum requirement, liberally construed in favor of the county, and deemed neither to limit or repeal any other powers granted under state law. This chapter is cumulative and supplemental to existing county laws, ordinances, rules and regulations. Where this division and the provisions contained herein conflict or overlap with any other county ordinance, or any county or state rule or regulation, whichever imposes the more stringent restriction shall prevail. Provided, however, that the implementation of this division is not intended to usurp in any manner any powers or authority preempted to the various water management districts.
