§ 19-207. Liberal construction and interpretation.

In the interpretation and application of this division, all provisions shall be considered as a minimum requirement, liberally construed in favor of the county, and deemed neither to limit or repeal any other powers granted under state law. This division is cumulative and supplemental to existing county laws, ordinances, rules and regulations. Where this division and the provisions contained herein conflict or overlap with any other county law, ordinance, rule or regulation, whichever imposes the more stringent restriction shall prevail.
