Section 2-20 was repealed by Ord. No. 90-3, § 58, adopted Jan. 16, 1990, which ordinance adopted a procurement code, codified as Art. VII of this chapter. The former § 2-20 pertained to purchases and the criteria for selection of professional services, and was derived from Ord. No. 84-15, § 1, adopted June 12, 1984.
