§ 2-79. Meetings.

  • (a)

    All meetings of the historical commission or any of its committees at which official acts are to be taken or discussion ensues on a matter on which foreseeable action will be taken by the historical commission are public meetings and must be open to the public at all times.

    (b)

    No resolution, rule, or formal action shall be considered binding except as taken or made at such meeting.

    (c)

    The historical commission or any committee must provide reasonable notice of all such meetings.

    (d)

    Members of the public shall have the opportunity to address the historical commission or committee during the public comment portion of the meeting.

    (e)

    Procedure for all meetings of the historical commission and its committees shall be governed by the most recent edition of Rosenberg's Rules of Order. Procedural errors shall not render actions by the historical commission void if the action complied with all other requirements of the Marion County Code of Ordinance.

    (f)

    The county historical commission shall meet in an appropriate public place and arrange for the holding of regular scheduled meetings of the historical commission not less than quarterly (four (4) times yearly), and for such other meetings as may be necessary for its business.

    (g)

    The historical commission shall establish a calendar of its regular meetings for the year annually.

    (h)

    A quorum shall consist of at least four (4) members of the historical commission. All actions of the historical commission must be approved by a majority of those members present.

    (i)

    The secretary shall, either personally or by designee, ensure that accurate minutes are taken at every meeting and promptly provided to the clerk of the circuit court to be placed in the official records of the county. The secretary shall also ensure that the elected secretaries of committees ensure that minutes are taken and provided to the clerk of the circuit court.
