As a condition to granting of a water and/or wastewater permit, the user shall grant
to the county or its authorized agents or employees access to user's property during
all reasonable hours and, in the event of an emergency, at any time, for the purposes
of maintaining, inspecting, repairing, installing or removing the county's water and
wastewater system property, and for any other purposes incident to performance under
or termination of any agreement with a user or such user's predecessor.
